Before bagging his Bachelor of Medicine, and Bachelor of Surgery (MBBS) degree from the University of Benin in 1985, he attended Auchi Polytechnic.

Cairo started his political journey as the Chairman of the Alliance for Democracy (AD) in 1998-1999. He played key roles as the Presidential Liaison Officer and Special Assistant to the President of NASS from 2007 to 2011.

Afterward, he chaired the Nigeria Export Processing Zones Authority (NEPZA) from 2013 to 2015. Within the People’s Democratic Party (PDP), he held notable positions, including National Vice Chairman and Chairman for the South-South region (2014-2016).

He also held the position of Deputy National Chairman (2016-2017). His political career extended to serving as the Political Adviser to Chief Edwin Kiagbodo Clark and as the Executive Secretary of the National Unity Group (NUG).
